Covid-19: Message to the Nation from the President of the Republic

The President of the Republic, João Lourenço, presented this Wednesday, 18, in Luanda, a message to the nation, regarding the COVID – 19 pandemic.

:

Humanity is currently facing the COVID – 19 pandemic, a global challenge, in which all national and foreign citizens must unite their efforts in an organized manner, observing the rules of civism, social commitment and solidarity, in a collective effort to preserve the common good and defense of the national interest.

In view of this worrying situation, the Angolan Government has been taking special measures to control the negative impact of the pandemic at national level and its effects on the lives of citizens.

The pandemic has spread across the globe and there has been a significant increase in cases in Europe and other parts of the world, which requires us to redouble our efforts and take precautionary measures to control the virus.

In Angola, no case of COVID – 19 has been registered to date, and cases with negative results have been screened on hundreds of passengers screened at our international airport, coming from high-risk countries.

Despite this, the Government decided to take urgent exceptional measures in order to prevent the importation of cases and to safeguard the life and safety of the population in general.

I therefore call on all Angolan citizens, foreigners residing in the national territory, to strictly observe the measures contained in the Provisional Presidential Legislative Decree to be published today, as a way to calmly overcome this difficult moment that the country and the world face.

In all this effort, we have counted on the support and help of the World Health Organization (WHO), other United Nations System Organisms, the World Bank and other public and private institutions, religious entities and civil society in general, to which we offer our thanks.


PROVISIONAL PRESIDENTIAL LEGISLATIVE DECREE

Considering that the infection caused by the COVID-19 virus was declared a pandemic by the World Health Organization, due to the high mortality rate and its negative social and economic impact worldwide.

As it becomes necessary to take urgent measures in defense of the public interest, with a view to reinforcing the measures already taken to avoid the importation of cases and to safeguard the life and health of the population in general;

The President of the Republic decrees, under the terms of paragraph 1 of article 125 and article 126, both of the Constitution of the Republic of Angola, the following.

ON CIRCULATION AT BORDERS

All commercial and private passenger flights from Angola to abroad are suspended from zero hours on March 20, 2020 and vice versa for fifteen days, extendable for an equal period of time, depending on the global behavior of the pandemic of COVID-19.

The provisions of the previous number do not cover cargo flights, or those that are indispensable for humanitarian reasons or that are at the service of the execution of Angola's foreign policy.

The movement of people on land borders is prohibited from zero hours on March 20, 2020, for fifteen days, extendable for an equal period of time, depending on the global behavior of the COVID-19 pandemic.

The docking and disembarkation of passenger ships and their crews, coming from outside the country, is prohibited in all national Ports from zero hours on March 20, 2020, for fifteen days, extendable for an equal period of time, according to the global behavior of the COVID-19 pandemic.

The measure contained in the previous number is not applicable to the docking and disembarkation of cargo ships.

The disembarkation of the crews of the cargo ships referred to in the previous number is only allowed, in case of the need for assistance for medical and humanitarian reasons, observing in any case the prevention protocol established to combat the pandemic of COVID-19.

SOCIAL AGGLOMERATIONS

Public events such as religious cults, cultural, recreational, sporting, political, associative, tourist, private and any other activities are prohibited, with the gathering of more than two hundred people.

All public and private establishments, including shopping centers, markets, restaurants, bars, cafeterias, train and bus stations, ports, airports, places of worship, offices, schools and other congregation places that remain open to the public must create the conditions suitable and accessible for hand hygiene, with soap and running water, or alcohol-based disinfectant.

It is recommended to all citizens to observe restrictions on close personal contact, such as handshakes and hugs, especially in congregational environments such as schools, offices, places of worship and others.

It is recommended to all citizens the permanent observance of hygiene measures that avoid contagion, participation in unnecessary meetings, as well as making trips to the interior and exterior of the country that are not essential.

It is especially recommended to observe strict hygiene standards, in accordance with the recommendations of the Ministry of Health, in the means of collective passenger transport, such as buses, taxis, trains, planes and ships.

QUARANTINE

All passengers who disembark at national airports by noon on March 20, 2020, must complete the mandatory sanitary control form, delivered by the competent authorities, upon arrival and stay at home for a minimum of fourteen days. , complying with the guidelines given for that purpose by the Ministry of Health.

Visits to citizens covered by the provisions of the previous paragraph are prohibited during the period of time in which they are quarantined.

The administrations and directorates of the institutions of the Central and Local Administration of the State, as well as the employers of public and private companies must consider as justified the absence from work of the citizens, resulting from the observance of the quarantine period, under the terms of the present University Degree.

IMPLEMENTATION

The competent organs of the State assigned to the Ministries of Health, Interior, National Defense and Transport, must in an articulated manner ensure the fulfillment and materialization of the provisions of the present diploma.

The bodies mentioned in the previous number may resort to the specialized collaboration of public and private entities that they deem necessary, depending on the nature of the tasks to be performed to implement the provisions of the present diploma.

Regulatory competence is delegated to each of the holders of the Ministerial Departments according to the matter, regarding the need to take possible additional measures to strengthen the sanitary, migratory and public order control, required in the scope of the prevention and containment of the expansion of the pandemic COVID -19.

The Minister of Finance must ensure extraordinary financial resources that are specifically intended to cover the tasks related to the acquisition of the necessary means for the preparation of the teams, provision of assistance and the carrying out of epidemiological surveillance actions, aiming to prevent and contain the expansion of the pandemic. COVID-19.
