Government postpones announcement of winner of Soyo refinery contest

The Government decided to stop the evaluation of tenders and the award of the tender for the Soyo refinery due to the state of emergency declared because of the Covid-19 pandemic.

According to a statement from the Ministry of Mineral Resources and Petroleum, the announcement of the winning group scheduled for Tuesday is postponed "to a date to be announced as soon as conditions permit.

Of the 31 bids submitted to the public tender for the construction of the Soyo refinery, nine companies and consortiums were selected.

The new Soyo oil refinery will have a processing capacity of up to 100,000 barrels of crude oil per day and is expected to come on stream three years after the award.

With construction of three new refineries (Soyo, Cabinda and Lobito) and the refurbishment of the Luanda facility, which dates back to the 1960s, to triple gasoline production, Angola will have the capacity to cover annual domestic demand over the next 10 to 20 years.
