Malanje will then house an Agricultural Technical Institute, located in the Quizenga region, which will guarantee the training of technicians with practical knowledge of agricultural and forestry activities. This "center of excellence for agricultural training", as described by the government, will train technicians in agricultural production, livestock, aquaculture, forestry and small-scale agri-food processing.
According to the Presidential Order dated February 19, a global amount of 120 million euros was authorized for the execution of the works, guaranteed by external financing and which will ensure the first phase of construction and equipping of the institute. The project will be implemented by the Ministry of Agriculture and Forestry, and will be included in the National Development Plan (PDN) 2023/2027 and in this year's Public Investment Plan (PIP).
The National Air Force Higher Institute will be created in the province of Benguela, according to another order signed on the same day. In this case, the global amount of 1.4 billion kwanzas was authorized, and the opening of the Simplified Contracting Procedure was formalized, based on material criteria.
