Public sector salary increases will be paid this month with partial retroactive effect

The salary increase for public servants and administrative agents will be reflected in the February salary processing, according to a note released this Monday by the Ministry of Finance.

The ministry clarifies, in the note published on its website, that the retroactive amount for the month of January will be paid in two equal installments, which will be reflected in the salary processing for the months of February and March of the current year.

Civil service unions have threatened to move to a new phase of strike action if wage increases negotiated last year are not implemented from February, after the government announced that the 25 percent wage review would not come into effect in January, as had been agreed, but only from March, with backdated payments.

The Three-Year Agreement for the Valorization of Workers through Social Dialogue (2025-2027), signed in May 2024, in Luanda, with the trade unions, provides that the salary review of the entire public sector will take place in three years, with effect from January 2025, with an increase of 25 percent, foreseeing negotiations on September 30 of each year for subsequent increases.

The ministry says, in the same note, that it is "working on the parameterization of the State's Integrated Financial Management System (SIGFE)", to accommodate the new salary tables and subsidies.

At the time, the postponement was justified by legislative procedures, which is why the ministry says that "the executive already has the legal comfort to move forward with the salary update", after the National Assembly approved (with 180 votes in favor, none against and no abstentions) the request for legislative authorization that allows the President of the Republic to legislate on the general principles relating to the organization and application of the indicative structure of salary scales, as well as subsidies or salary supplements for the public sector.

The Ministry of Finance emphasizes that the General State Budget (OGE) for the 2025 fiscal year included the necessary financial resources to support the 25 percent increase in remuneration expenses.
