Teresa Dias was speaking this Wednesday at the National Assembly during the discussion and vote on the request for legislative authorization for the President of the Republic to change the salary scale and allowances or salary supplements for the public sector, which was approved unanimously, with 180 votes in favor.
The minister stressed that it was established with the trade unions that were demanding salary improvements and working conditions that payments should be reflected from January, but insisted that the salary increase in the public sector follows its own logic, one of which is the legislative authorization to change the decree-law that establishes the general principles for the application and organization of salary scales.
“The Government has already publicly acknowledged and I reiterate that payments will be retroactive, with payments starting in January,” the minister assured, explaining that the indicative scale “is the way of organizing a salary progression based on the valorization of categories and positions, resulting from the process of setting and updating salaries.”
According to the minister, the estimated financial impact is around 50 billion kwanzas per month, included in the aggregated form in the State budget for 2025, with all budgetary units already considering the 25 percent increase in the personnel expenses item.
“This 25 percent adjustment applies to the entire universe of around 800 thousand civil servants and administrative agents”, said the Minister of Public Administration, Labor and Social Security.
Teresa Dias responded to the comments made by MPs about the low salaries, guaranteeing that the government has presented some parallel policies in order to minimize and mitigate the impacts on the purchasing power of citizens.
At the plenary meeting, the parliament also approved the amendment to the General Electricity Law, the Proposed Law on the General Court Treasury, the Proposed Law on the Special Regime for the Provision and Consumption of Alcoholic Beverages, the Proposed Law on the Ombudsman's Office and the Proposed Law amending the Law on the Designation and Execution of International Legal Acts.
