Ratification of the CPLP Mobility Agreement approved by the National Assembly

The ratification of the Mobility Agreement between the member countries of the Community of Portuguese-Speaking Countries (CPLP) was approved this Friday by the National Assembly. The draft passed with 156 votes in favour.

It is recalled that the document was signed at the Luanda summit, which took place in July last year and in which Angola assumed the presidency of the organization until next year.

The agreement aims to establish a set of measures that facilitate the mobility and circulation of people, goods and services within the CPLP space.

For the Secretary of State for Foreign Affairs, Domingos Custódio Vieira Lopes, who presented the diploma in plenary, this is an agreement that "provides an environment that enhances opportunities and benefits in favor of States and their respective countries".

Mobility within the CPLP "is an old aspiration of the member states and constitutes an essential instrument for the deepening of the sense of belonging and the reinforcement of the community identity", he stressed.

Domingos Custódio Vieira Lopes recalled that the instrument of the Portuguese-speaking bloc "covers all CPLP citizens and guarantees the existence of a minimum level of mobility in the community space".

"However, the mechanism adopted for this purpose must take into account the specificities of each country in the most varied domains, namely institutional and regional insertion. In certain specific cases, States may restrict or condition this mobility for reasons of national security, public health or public order", he stressed.

According to the official, Angola, by ratifying this agreement, "concretes the commitment assumed as a member state of the CPLP to contribute to the establishment of a legal framework that will provide a set of practical modalities aimed at facilitating mobility in the community space".

Angola and Portugal "have already signed a visa facilitation agreement, therefore, we have already taken a concrete step so that this instrument effectively responds to what is intended", he stressed.

The plenary of the National Assembly also highlighted the importance of the agreement, already ratified by Portugal, São Tomé and Príncipe, Guinea-Bissau, Brazil, Mozambique and Cape Verde, considering it opportune for the community.

It is a diploma that "has a relevant political scope in the context of the processes of integration of national communities in the geophysical space of cooperation", said the deputy of the National Union for the Total Independence of Angola (UNITA, opposition) Alcides Sakala.

For his part, the deputy of the Popular Movement for the Liberation of Angola (MPLA) João Pinto also highlighted the importance of the agreement, considering "that we are facing a moment that Angola cannot ignore".

Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and Timor-Leste are the countries that make up the CPLP.
