These two provinces suffer from several difficulties in terms of road circulation. According to Angop, the lack of access roads between the capital and the remaining municipalities makes it difficult for the population to circulate.
The aircraft will help to mitigate these problems, which are aggravated during the rainy season.
According to Angop, there are some municipalities that are between 519 to 700 kilometers from the provincial capitals. This is the case of Alto Zambeza (Moxico) and Rivungo (Cuando Cubango), where a car trip, during the rainy season, can take up to a week.
"This aircraft will also allow us to respond to emergency situations in the most distant municipalities of the two provinces," admitted Gonçalves Muandumba, provincial governor of Moxico.
He also revealed that the aircraft will be based in the city of Luena.
Moxico and Cuando Cubango are the two largest provinces in the country. Moxico extends over 223 square kilometers, while Cuando Cubango occupies more than 199 square kilometers. The two make up more than 30 percent of the national territory (Moxico represents more than 16 percent and Cuando Cubango about 15.9 percent of the country's territory).
