Angola wants chinese companies in national public tenders

Angola is asking Chinese companies to bid for public contracts, whose new rules came into force two weeks ago, the Chinese Embassy in Luanda announced Friday.

In a statement, the Economic and Commercial Section of the Embassy revealed that it received a letter from the Ministry of Health inviting Chinese companies to register at the Public Procurement Portal of Angola to bid for the supply of medicines and medical equipment.

The Ministry of Health launched a public tender last Tuesday for the purchase of medicines and equipment, until 2 March.

The new public procurement law came into effect on 23 January, presenting several novelties, such as the creation of an emergency procurement procedure and a dynamic electronic procedure, allowing for speeding up contraction of goods and services in times of pandemic.

Among the main novelties are, besides the new public procurement procedures, the simplification and creation of a new sanctioning regime, which ranges from 550 to 3300 dollars for individuals and from 2750 to 16,500 dollars for companies, lawyers Alberto Galhardo Simões and Gonçalo Guerra Tavares told Lusa on 21 January.

The President, João Lourenço, approved in April 2018, the creation of the Public Contracting Unit (UCP), a service with the responsibility of concentrating the training of all contracting processes.

The aim was to give rigour and "professionalism" to public procurement processes, curbing corruption and fraud and improving "the quality of public expenditure", says the UCP regulation.

The National Electronic Public Procurement System (SNCPE) of Angola has made 20 acquisitions of goods and services since 2018, to the value of 309 billion kwanzas, revealed the director of SNCPE, Saidy dos Santos Fernando, in an interview with Angop in early December.

The system allowed Angola to save 99.75 billion, estimated the responsible.
