Decrease of 13 percent in the price of private tuition fees

The fees and fees of private education institutions in Angola will increase by 13 percent this academic year, according to an Executive decree initialed by the Minister of Finance. The measure, which will be published in Diário da República, covers private colleges and universities.

Vera Daves signed this Monday an Executive Decree that determines that the adjustment of tuition fees and fees for the academic year 2020 in all Private Educational Institutions (basic, general, high school and university). This should exceed the maximum limit of variation of 13 percent, in relation to the corresponding amount practiced in 2019.

The diploma was made based on consultation with the ministerial departments of Education and Higher Education, Science, Technology and Innovation as well as with associations of private educational institutions and students, representing the sector's operators, a statement from the Ministry of Finance refers to which VerAngola had access to.

The increase will take effect after its publication in Diário da República, during the academic year 2020. An analysis was also made of the cost structure of private education institutions that formally and reasonably submitted requests to adjust their prices, adds the ministry.

In economic and financial justification, the percentage defined is based on the inflation of previous and current years, as well as the weight of education and teaching services in the National Consumer Price Index, which is 5.8 percent. The ministry explains that this indicator is of low fluctuation throughout the year, with the exception of the months of February and March, when classes start, respectively for basic, secondary and higher education.

The aforementioned Executive Decree also establishes that the adjustment of tuition fees and fees above the maximum limit established, is only permitted through express authorization from the Ministerial Guardianship Department.

The document adds that the legislative process leading to the approval and publication of the Tuition and Fees Regulation is being worked on, a diploma that specifically establishes tuition and fees regimes for private and public-private educational institutions.
