According to the presidential dispatch to which Lusa had access, on 30 December, one of the works contracts, worth US$81 million (77 million euros), concerns the design, construction and equipping of buildings for the Faculties of Economics, Law and Medicine at Katyavala Bwila University.
Another contract, worth US$39 million (37 million euros), is aimed at designing, building and equipping academic infrastructure for the Higher Institute of Educational Sciences in Benguela.
The President justifies the order with the need to provide Katyavala Bwila University with infrastructure compatible with the "high demand" of a higher education institution and the need to adopt a swift and non-competitive procedure "arising from the limitations and demands imposed by the secured funding with Deutsch Bank" for the execution of the projects.
The Minister of Higher Education, Science, Technology and Innovation will be responsible for approving the parts of the procedure and verifying the validity and legality of the contracts and the Ministry of Finance must register the project in the public investment program in order to ensure the necessary financial resources.
