Both OGE 2022 execution reports, which will be discussed by the plenary next Thursday, were approved by the National Assembly's specialty committees, with 44 votes in favor, 20 against and zero abstentions.
The parliament's specialized commissions recommended, after approving the reports, that the executive "must proceed" with the "effort" to present the quarterly execution balance reports to the National Assembly, "within the stipulated period".
The deputies also exhort the Government to "continue to improve the instruments that lead to a positive and transparent assessment of public accounts, as well as to continue with structural reforms in the non-oil sector that aim to make the national economy robust and resilient to external shocks".
For parliament's specialty committees, the executive must also "continue with the fiscal consolidation process, aiming to ensure balance and the rigorous recovery of public finances".
The deputies also recommended that "continue with efforts" to "contain" the growth of public debt in order to guarantee the sustainability of public finances.
"Within the scope of the principle of transparency of good governance, rigorous measures are adopted so that the budgetary units comply with the deadlines for accountability, especially the diplomatic missions and municipal administrations", stressed the deputy rapporteur, Frederico de Almeida, in the presentation of the document.
The need to continue to pay greater attention to the funds allocated to the social sector within the framework of the Integrated Plan of Intervention in Municipalities and the Program to Combat Hunger and Poverty, taking into account the improvement of the social well-being of the populations, is also included of the recommendations.
And, within the scope of the Program for the Reconversion of the Informal Economy, "the mechanisms for collecting fees and taxes levied on revenues derived from informal trade should be strengthened, in order to materialize the process of expanding the tax base", exhort the deputies.
The OGE execution balance reports for the first and second quarters of 2022 will be discussed and approved by the plenary during the second extraordinary plenary meeting of the first legislative session of the V Legislature of the National Assembly, scheduled for Thursday.
On Friday, deputies will discuss and vote in general on the proposed OGE 2023 law, which estimates revenues and sets expenditures of 20.1 billion kwanzas, whose opinion report will be considered and voted on this Tuesday in the specialty.
