Government approves plan to promote livestock production

The Government approved the National Plan for the Promotion and Development of Livestock (Planapecuária), whose implementation will make the production and sale of livestock products – such as meat, milk and eggs – gain another dynamic over the next three years.

According to a Government note, to which VerAngola had access, the said plan, coordinated by the Minister of State for Economic Coordination, was approved through Presidential Decree n.º 13/23 of 6 January and is included in the package of " strategic political measures of the Government, to encourage and develop the production of meat (beef, goat, sheep and poultry), milk and eggs".

The note also notes that for the period from 2023 to 2025, the plan has nine objectives, with emphasis, among others, on "attracting private investment along the value chains of meat production and other livestock products", such as promoting the "installation of slaughterhouses, legal slaughter and processing houses, water holes, logistical and cold centers".

Also included in the plan are "the acquisition of heavy and light machinery and technological trucks (transport of cattle and carcasses), the increase in production and productivity levels, accelerating the rational replacement of imports and promoting exports to specific markets".

In addition, it is also intended to ensure financing for producers, preferably organized in cooperatives, "in the sense of empowering them".

The communiqué also refers that, "in the framework of policies and strategies for the next five years", the Executive determined the livestock subsector as one of "the main priority lines for combating hunger, reducing poverty and promoting the social and economic development of the country".

With the implementation of the plan, the Government foresees an increase in meat production: beef will increase from 62.1 thousand tons to 109.4 thousand tons, pork will increase from 9 thousand to 123.4 thousand tons, goat/sheep will grow from 157.1 to 310.1 thousand tons and poultry from 36.3 thousand to 244.3 thousand tons.

The plan also foresees growth in the production of livestock products, estimating that the production of eggs will go from 1,786 million to 3,164 million and that of milk will go from 5.6 million liters to 16.7 million.

"Within the scope of Planapecuária, the Government intends to increase the contribution of national livestock production to meet the needs of domestic consumption, exports and the country's Gross Domestic Product (GDP)," reads the statement.

According to the note, the plan appears at a time when the production of meat and livestock products, at national level, exhibits an "accelerated pace of growth, since, in global terms, there was an average annual increase of 12 percent from 2017 to 2021, especially pork, with 55 percent, and beef, with 30 percent".

The data - relating to the diagnosis of livestock production and consumption - also point out that there was an average annual increase of 33 percent in egg production in the same period and 14 percent in relation to milk, says the statement.

"With regard to imports, in 2021, expenditure on livestock products amounted to 441 million dollars, while the purchase of poultry products outside the country represented 54 percent of total imports, with a total of 238.40 million dollars", indicates the communiqué, concluding that "still in the period in reference, 324.7 thousand tons were imported, of which 235.9 thousand tons of poultry, 66.6 thousand of pork and 22.2 thousand tons of cattle".
