Association of Forensic Lawyers: fight against corruption is blocked in the courts

The president of the Association of Forensic Lawyers of Angola warned that the fight against corruption announced by the Government "is not possible" with the lack of conditions in the courts.

In an interview with Lusa, Tiago Ribeiro stressed that he agrees with the need to fight corruption, however, justice reforms are needed.

"Because, for me, the most important person in the court is the officer and the clerk, but it is these officers who, in order to travel in the performance of their duties, go to quote the people, the citizens, notify the lawyers, they have no conditions, they take from your pocket, from your salary ", he said.

The associativist, who has been practicing law for more than three decades and two at the head of the association, created in December 2018, underlined the fact that several times hearings were postponed, "because the official did not notify the parties".

"And he confirms that he did not notify, because he has no money. My salary is already exhausted, where am I going to take money and often the officers ride in the vehicles of the parties, that does not give dignity. If you are given a value for travel, will we judge, condemn, that person as he incurred corruption? No! ", he said.

Tiago Ribeiro is of the opinion that to end what he called the "crisis of the courts", with the slowness of the proceedings, it is necessary to have their own budget for them. They cannot depend on the executive, a situation that was already resolved with the financial independence granted to the courts in June 2019, by the Ministry of Justice and Human Rights.

"Because there have been times when magistrates were unable to extract a sentence from their computers, because there is no ink, paper, it has happened several times," he said.

For Tiago Ribeiro, it is necessary to involve the holders of the various ministerial portfolios, who, through monthly lectures in administrations, in ministries, with all workers, talk about combating corruption.

"That nobody should keep the citizen's document in the drawer (to be bribed), because nobody has money to corrupt, (corruption) arises out of necessity", he stressed.

The leader stressed that "whoever promotes corruption is the State itself, because if in State institutions, in municipal administrations, processes are not speeded up, it generates corruption".

"I have clients who asked for a poverty certificate and were unable, 15 days, a month and were unable, ended up giving up, it can't be, all of this is what creates corruption, so there should be lectures in the ministries, in the municipal administrations, in the governments provincial authorities, to say that the employee has his salary and must be on that salary that he lives ", he stressed.

Tiago Ribeiro also stressed that the country is well served by laws, the problem is only related to its materialization.
