Manuel Homem announces that Angola will have a new central forensics laboratory

The Minister of the Interior, Manuel Homem, announced that Angola will have a new central crime laboratory. Speaking during a visit to the premises of the General Directorate of the Criminal Investigation Service (SIC), the minister said that they should include in the “work plan the construction of a central criminalistics laboratory” in order to also be able to “improve” working conditions.

"Criminal investigation work must be carried out with material evidence, we cannot create assumptions about the investigation work. We include in our work plan the construction of a central criminalistics laboratory so that we can also improve working conditions", stated the head of the Interior department, cited by Rádio Nacional de Angola (RNA).

Regarding the visit, Manuel Homem was dissatisfied with the conditions observed: "In fact, the conditions we saw were not pleasant."

"We are also going to start a program to normalize the project that exists for the construction of new facilities for the general SIC, in this case the national SIC, in the province of Luanda, to allow us to alleviate the glaring situation of improving conditions that we need", he added.

According to Manuel Homem, there is also a commitment to implement a staff specialization plan: "We are also committed to implementing a staff specialization plan, specialized training in the areas of criminal investigation, to enable this institution to develop this work with greater rigor", he said, quoted by RNA.

Furthermore, the minister also delivered more than 10 vehicles to this body, in order to support its action. According to a statement from SIC, to which VerAngola had access, at the end of the visit to the facilities of the General Directorate of the Criminal Investigation Service, Manuel Homem delivered a total of 13 vehicles "which will reinforce the operational capacity and technical support of the body".

The keys were handed over by the minister to the general director of SIC, Luciano Tânio da Silva, whose vehicles "will now be placed at the service of the institution, being ambulances, transporting detainees and for operational actions".

The minister's verification visit took place last Friday. On this journey, according to another SIC note to which VerAngola had access, the holder of the Interior portfolio "started by visiting the SIC Geral infrastructure in the Bairro Popular, having been received by the general director, Luciano Tânio da Silva, who on a guided tour informed about the accommodation conditions and the functioning of the areas located in those facilities".

He also made visits to the Central Criminalistics Laboratory and the National Directorate of Forensic Medicine, having learned about "the functioning of these two important bodies of the SIC, in the field of forensic activity".

After the visit, the minister met with "the members of the advisory council, where he received information about the state of organization and functioning of the body", in which he expressed concern about the working conditions of staff in those infrastructures and "made important recommendations, ensuring urgent intervention from the governing body, in order to give these brave warriors greater labor dignity", reads the statement.

In addition to Manuel Homem, the visit was also attended by the Secretaries of State for the Interior and Technical Assurance, Arnaldo Manuel Carlos and Cristino Mário Ndeitunga, respectively, as well as members of the advisory council of the Ministry of the Interior and SIC.
