Integrated Center for Public Security highlights increase in video surveillance cameras

The Minister of the Interior highlighted this Wednesday the increase of 411 video surveillance cameras at the Public Security Integrated Center (CISP) which, until November, registered 1085 occurrences and extended its action to 32 police stations.

Eugénio Laborinho, who was speaking this Wednesday at the ceremony to commemorate the first anniversary of the CISP, considered that the anniversary of the institution should serve as a reflection in order to assess the impact of implementing the technological system.

"In its first year of operation, the CISP has added significant values in its capacity to respond to emergencies. In an integrated manner, it has increased the number of video surveillance cameras," he said. And "it included other public and private services and systems as well as expanded the communication network which allowed greater police coverage in certain areas.

The first CISP in the country, installed in Luanda, created to facilitate, through technological means, the exchange of information between the police and security agencies of the country, was inaugurated by the President, João Lourenço, on December 30, 2019.

According to the governor, similar to the work carried out in the province of Benguela, which has a local CISP facility, the provinces of Huambo and Huila will have their respective provincial facilities in 2021.

The CISP, built in an area of about 8000 square meters, has a video surveillance room, a dispatch service, a rapid response command center and a laboratory, and citizens can access the services through the 111 emergency telephone line.

The CISP's deputy director, Adulcínio Lutucuta, who presented the one-year activities report, reported that this year seven more police stations in Luanda have been added to the surveillance system, rising from 25 to 35 stations.

In order to ensure the communication of operational staff, "the base stations also saw an increase this year, from 12 in 2019 to 18 in 2020, which facilitated coverage of most areas of Luanda.

In the area of promoting efficiency, Adulcínio Lutucuta reported that with the expansion of the CISP's capacity the "efficiency of CISP agents has significantly improved" having registered 159,534 calls between January and November 2020.

"The number of valid incidents in the current month increased from 16,486 in January 2020 to 20,710 in November 2020. In this period, the percentage of actual occurrences increased from 4.1 percent to 12.99 percent," he explained.

According to him, after one year of official operation, the CISP "is no longer a simple emergency call center, but gradually transformed into an integrated information center".

The institution, under the Ministry of the Interior, is supported by 741 staff, 107 officers, 51 deputy chiefs, 565 agents and 18 civilian workers.
