Low asset banks cannot move towards voluntary dissolution

Banks with insufficient assets to pay liabilities will not be able to voluntarily move towards dissolution, the governor of the National Bank of Angola, José de Lima Massano, said this Tuesday.

The measure is part of a legislative proposal by the National Bank of Angola under analysis in the National Assembly, informed José de Lima Massano at a round table, organized by Media Rumo, in which he addressed the theme "Which Financial System do we want for Angola".

The governor of the central bank stressed that on dissolution and liquidation the law provides that it may occur by resolution of the shareholders themselves, if the assets of the banking financial institution are sufficient to pay the liabilities.

In the event that there are no conditions for payment of liabilities, José de Lima Massano added, the bank is no longer able to voluntarily move towards dissolution, with the aim of protecting depositors, workers and the institution's most varied stakeholders.

According to the BNA governor, the dissolution may be compulsory if it is decided by the central bank, whether or not this balance between assets and liabilities may exist here.

"The BNA may, for various reasons, [in cases of] banks with increased difficulties in continuing their operation, banks in bankruptcy or almost so, deal with the revocation and then, with that decision, immediately enter into a liquidation process with the appointment of a liquidation commission ", indicated José de Lima Massano.
