Management and operation of the Porto do Lobito terminal assigned to the Philippine group ICTSI

The management and operation of the multipurpose container and general cargo terminal at the Port of Lobito was entrusted to the Philippines International Container Terminal Services (ICTSI). The company, which wanted to manage the Port of Luanda, but lost that opportunity to DP World, has now won the tender to manage and operate the terminal for 20 years.

According to Expansão, the Filipino group achieved, in the final evaluation report, 16.8 points. ICTSI competed for the place with the Chinese CITIC/SPG, which obtained a result of 11.1 points.

In addition to technical capacity, competitors also had to submit paid-in equity of not less than US$25 million as well as net assets of not less than the equivalent of US$100 million.

Among the requirements to be presented, advances the Expansão, there was also the demonstration, directly or through a subsidiary, of participation of no less than 25 percent in at least three port terminal concession operations in recent years.

The final results were contested by the Chinese company, but without success. According to Valor Economico, the evaluation committee explained that it attributed the classifications based on what was part of the contest's program, "therefore, it is known to the competitor", thus understanding "there is nothing to change in the classifications ".

Three companies were in the running for the management of the port, but only the Filipinos and the Chinese were accepted to present proposals.
