Minister of Transport says the country wants to finalize "structural reforms" in port activities

The minister of Transport, Ricardo Viegas d’Abreu, said this Monday, in Luanda, that Angola is committed to completing a “set of structural reforms” in the area of port activity, namely in the “creation of the National Maritime Agency”.

In a speech at the opening of the XII Congress of APLOP – Association of Portuguese Language Ports, in Luanda, the government official warned of the need for Member States of the Community of Portuguese Language Countries (CPLP) to be "aligned" with "best practices " in the field of port activity and underlined Angola's commitment to that effort.

"All the Government's effort, at this time, is effectively focused on strengthening national ports so that they are innovative, resilient, sustainable and at the service of both the national economy and the southern sub-region where we operate, continental and the Portuguese-speaking space is also of particular interest," said Viegas d'Abreu.

In this domain, the Government is carrying out a "set of structural reforms" proposed in 2020, with the approval of the National Master Plan for the Transport and Road Infrastructure Sector (PDNSTIR), with "one of the most relevant being the creation of the National Maritime Agency, a body endowed with more autonomy and independence to carry out its functions of regulation, supervision and inspection of maritime and port activities", he announced.

Angola's economic potential is considerable, considering the length of 1600 kilometers of coastline, and the size of the Angolan Atlantic shelf.

The Government has established six port jurisdictions nationwide, responsible for handling 95 percent of the country's imports, and among these the port of Luanda is by far the most relevant, handling around 80 percent of the total volume of containerized cargo. .

The other main ports are Lobito, Cabinda and Namibe. Smaller ports such as Soyo and Porto Amboim mainly serve the offshore oil and gas industry.

The strategic importance of the national ports demanded, as part of the structural reforms undertaken by the national plan, that the Angolan government start "updating the respective planning plans and directors of each of the national ports", explained the minister.

"The strategic importance of this action seeks to establish port jurisdictions geared towards each specific economic and commercial vocation, but above all to ensure that the six national port companies respond effectively to the economic dynamics of each of their respective jurisdictions", added Viegas d 'Abreu.

The official finally welcomed the fact that the congress offered Angola the possibility of "learning more about innovation and digitalization at the service of the port competitiveness of Porto da Praia, in Cape Verde", or with the "experience of Brazilian ports" in the project " Porto without Paper", or even with the "Single Logistic Window" implemented by Portuguese ports.

Port law in CPLP countries, proposals for the internationalization of ports and perspectives for the cruise sector are other areas to which Luanda is particularly attentive.
