"We will use the Single Public Service Desks, the BUAP, which will assist us in the process of collecting data and consequently issuing the identity card. This will make life easier for citizens, allowing them to have access to this document fundamental within a maximum period of up to 72 hours", said the government official, in statements to the press, after the ordinary session of the Council of Ministers, which took place this Tuesday.
According to the holder of the Justice and Human Rights portfolio, cited in a government statement to which VerAngola had access, this measure is part of the "Project Presidential Decree that approves the Strategic Plan for the Universalization of the Identity Card", which was targeted of appreciation during the session.
On the occasion, the minister clarified that BUAPs have a voter registration card in their application, and through the voter registration card, "any citizen can process" the identity card.
Marcy Lopes said that the "strategic plan consists of ensuring that the identity card is accessible to all national citizens, and can be processed at the municipal and communal level".
"With this measure, the Government intends to facilitate the exercise of citizenship and the enjoyment of fundamental rights, freedoms and guarantees for all Angolan citizens, promoting, at the same time, a more efficient relationship between the State and citizens, through identification accurate and appropriate", says the statement.
At the same time, the Executive also plans an awareness campaign at national level, similar to that carried out for electoral registration, "with the collaboration of several entities, including the Armed Forces, the Ministries of the Interior and the Ministry of Transport, with the aim of raising awareness the population about the importance" of this identification document.
"Over time, all the documents that are currently used to replace the identity card will no longer have this usefulness and we will, with this universalization of the identity card, ensure that every Angolan citizen, after the number presented to us by the census results, have your identification document", pointed out the minister.
"The gradual elimination of initial birth registration documents, such as birth cards and birth certificates" is already taking place in some hospital units that were recently opened, says the statement.
According to Marcy Lopes, with this new plan, newborns will be "registered directly on the Identity Card platform, eliminating the need for multiple documents, as well as the form of care will be improved to optimize response capacity, especially in periods of school holidays and public competitions, where there is high demand".
The minister said that he has to provide a quality service for the population: "We have to provide a quality service for the citizen. That's what the citizen demands and that's what the State has to do", he said.
According to the statement, implementation will be gradual, and will include training BUAP workers to ensure "compliance with data collection and issuance procedures".
"With around 600 positions in communal and municipal administrations, the Government intends to achieve national coverage for issuing the Identity Card", says the note.
