The National Authority of Economic Inspection and Food Safety (ANIESA) results from the merger of the inspection services of industry, trade, tourism, environment, transport, health, agriculture and fisheries and may impose fines on economic agents, resulting from administrative offences, as well as collect fees, which are expected to ensure financial autonomy.

The presidential decree n.º 268/20, published this Tuesday in Diário da República, states that the revenues collected will serve to "optimize the inspection capacity" of ANIESA, but also to ensure to the employees a "complementary salary" that stimulates them "in the exercise of their activities".

The fines and fees charged by ANIESA will have to be paid within a maximum of 15 days, and the payment can be divided up to three monthly instalments.

The revenues will be distributed between the inspection entities (60 percent) and the General State Budget (40 percent).

The revenues allocated to ANIESA will be used to support the administrative management and the social fund to support the inspection services' employees, with the percentages for the distribution and reallocation of the funds being defined by a separate statute.

The officials linked to the already existing sectoral inspections will be transferred to ANIESA, which will be provisionally overseen for one year by a council coordinated by the Minister of State and Head of the Civil House of the President of the Republic.

ANIESA, which will be a public institute with administrative and financial autonomy, will focus on goods and products placed in the commercial circuit, with attributions in the area of supervision and inspection of economic activities and food safety.

The body is supervised by the holder of the ministerial department of Commerce.
