Angola expects to sign new oil concession contracts in the second half of 2021

Angola may sign new oil concession contracts in the second half of 2021, the president of the National Petroleum, Gas and Biofuels Agency (ANPG), Paulino Jerónimo, announced.

A statement from the oil concessionaire, to which the Lusa agency had access this Thursday, said that Paulino Jerónimo announced his intention at a CeraWeek session, entirely dedicated to Angola, called "New Upstream in Angola: Increasing Competitiveness to Reposition the Future".

The event meets annually in Houston, United States of America, world leaders in the energy sector, but was cancelled due to covid-19, although it remained active through online sessions.

Urged to comment on the outcome of the bids held in 2019, Paulino Jerónimo said it allowed Angola to realize the need to "publicize more and better its bidding processes, namely with more time in advance, so that potential investors have the time to evaluate the available data.

"We also know that we have to make the profit oil ['share profit oil'] more attractive to those who invest. These are two aspects that will certainly improve the bids that we will launch later this year and that will take place in the first half of 2021," he said.

The president of ANPG said that, in collaboration with operators and service providers, Angola had been taking concrete steps towards the sustainability of oil exploration and production.

"We follow closely the investors with operations in Angola, both operators and service providers," said Paulino Jerónimo, cited in the document, in which he noted that last year and this year agreements were signed with groups of contractors for Blocks 14, 15, 17 and 18.

"In Block 14 we evaluated three areas of development and as a result we will drill six new wells. In Block 17 we signed an agreement to extend the concession license in two distinct stages: the first until 2035 and the second until 2045. With this extension it is foreseen that, in 2024, this block is producing at least 400.000 barrels/day", he informed.

Regarding Block 18, the president of ANGP explained that the development of the Platinum Field has been approved and the extraction of the first oil is expected by the end of 2021.

"We have also signed an agreement with the new gas consortium to develop the non-associated gas fields in Blocks 1, 2 and 3 and bring them to Angola LNG," he said, adding that during the same period three new platforms were brought to the country and the installation of others is under discussion, in order to achieve the goal of mitigating the decline in production.

Paulino Jerónimo said that two working groups had been set up around two weeks ago to increase the competitiveness of the sector in Angola. The first aimed to establish rules for sharing means of logistics operations between operators, with a view to creating synergies and optimising operating and production costs, and the second to create a fiscal and contractual benchmark to understand the level of competitiveness of the sector in the country compared to the rest of Africa and world markets.

The reduction of CO2 emissions was also discussed at the meeting, a subject on which Paulino Jerónimo reaffirmed Angola's alignment with the demands that the preservation of the environment places on the oil industry.
