President presents proposal for “lasting peace agreement” in DRCongo

The President of the Republic, João Lourenço, presented, this Monday, a concrete proposal for a "lasting peace agreement" to be analyzed by Rwanda and the Democratic Republic of Congo (DRCongo) to put an end to the conflict in eastern Congo.

The information was released on the Facebook page of the Presidency of the Republic, after João Lourenço traveled to the DRCongo on Monday, where he met with his counterpart Félix Tshisekedi.

On Sunday, the head of state was also in Rwanda, where he attended the inauguration of Paul Kagamé for a new five-year term and also met with the President of Rwanda.

The proposal presented by João Lourenço follows the entry into force of the ceasefire between the DRCongo and Rwanda on 4 August, mediated by Angola.

The two countries thus have the opportunity to analyse the proposal so that, in the coming days, on a date to be agreed between Angola, the DRCongo and Rwanda, the aforementioned proposal for lasting peace can begin to be discussed in Luanda at ministerial level, according to the presidency's note.

At the end of the meeting in Kinshasa, at a press conference, the Congolese Minister of Foreign Affairs, Thérèse Kayikwamba, said that Tshisekedi "reiterated the Congolese Government's full willingness to participate in the next stages of the Luanda process, under the auspices of mediator João Lourenço".

The DRCongo accuses Rwanda of supporting the M23 rebel movement, in order to seize mineral resources in the east of the country, while the armed group claims to be defending a threatened part of the Tutsi population living in the province of North Kivu.

Last Tuesday, Félix Tshisekedi accused his predecessor, Joseph Kabila, of preparing an "insurrection" and of coordinating or belonging to the Alliance Française du Congo (AFC), a political-military movement that includes the Movimento 23 de Março (M23).

"The AFC is him," Tshisekedi assured, without giving further details, in an interview given to Congolese radio Top Congo in Belgium, where he is undergoing medical treatment, and published by the Presidency of the Democratic Republic of Congo on its X social media account.

The M23 is one of more than 100 armed groups active in eastern DR Congo, which is very rich in gold, rare metals essential to the world's largest technology companies, and several other mineral resources.

The Congo River Alliance, a political-military movement that includes armed groups such as the M23, congratulated on Thursday all those involved in seeking a peaceful resolution to the crisis in eastern DRCongo, following the announcement of a ceasefire between Rwanda and DRCongo mediated by Angola, but stressed that it is not "automatically bound by the conclusions of meetings to which it was not invited", calling for direct dialogue with the government in Kinshasa.
