According to the Criminal Investigation Service (SIC), the suspect was arrested following a complaint made by a citizen who paid 1.5 million kwanzas (around 1500 euros) for a visa to Portugal.
"It was nothing more than a scam, as this individual and two other accomplices on the run do not have the means to do so", adds the SIC.
At the time of the arrest, three passports were also seized, two of which were issued in the name of Angolan citizens and the other in the name of a citizen of the Democratic Republic of Congo.
The three were trying to obtain travel visas to France.
The suspect operated around the 4 de Fevereiro International Airport in Luanda, where he approached people, offering to help with the issuing of documents.
The people, "eager to obtain visas", agreed to use the services of the fraudsters, without checking their suitability.
The SIC found that the man is a repeat offender of the same practices and had been released, after having committed another crime of fraud, on May 6th.
