At the signing ceremony, which followed a meeting between João Lourenço and the Prime Minister of Portugal, Luís Montenegro, with business leaders, the head of the Portuguese government emphasized that these protocols are in addition to the 12 signed about a year ago during his visit to Angola and which are already in force.
Among the 11 cooperation agreements signed on Friday at the Palácio das Necessidades in Lisbon are support agreements from Camões – Institute for Cooperation and Language; cooperation agreements in the area of security, especially maritime security; between public transportation companies; associations; and between civil protection and firefighters of both nations.
Camões signed a protocol with the University Agostinho Neto, establishing "the conditions for expanding the offering of studies related to the Portuguese language and Portuguese-speaking cultures through the placement of a lecturer in Portuguese Language and Cultures at the Faculty of Humanities" of that university, according to the document.
Camões, together with the Portuguese Ministry of Internal Administration (MAI) and the Ministry of the Interior, signed the Technical-Police and Civil Protection Cooperation Program (PCTPPC) for the 2025-26 biennium, aiming to develop "technical and operational skills of the security forces and services of the Republic of Angola," a program with total funding of 81,562.50 euros.
In the area of public transportation, IP Engenharia, part of the Infraestruturas de Portugal Group, under the supervision of the Portuguese Ministry of Infrastructure and Housing, signed a memorandum with the National Land Transportation Agency (ANTT), an entity overseen by the Angolan Ministry of Transport, aiming to rehabilitate, expand, and modernize the road and rail networks.
The agreement provides for the exchange of information, consultancy and studies, technical training and on-site experience sharing, exchange of experts and academics, and the joint organization of seminars, workshops, and technical meetings, according to the protocol.
A memorandum of understanding was also signed in the field of transport between the Portuguese Ministry of Infrastructure and Housing and the Angolan Ministry of Transport, specifically for cooperation in the "planning, development, construction, maintenance, and certification of transport and logistics infrastructure" and "technical cooperation between national maritime administrations within the scope of the International Maritime Organization (IMO)."
Also within the scope of maritime safety, a cooperation and assistance protocol was signed between the Portuguese Maritime Accident Investigation Office and the Angolan National Institute for Transport Accident Investigation and Prevention.
The Ministry of Internal Affairs also signed a technical cooperation protocol with the Angolan Ministry of the Interior in the field of Road Safety, aiming, among other things, to cooperate in the planning of public policies and road safety strategies.
The University of Porto, through the Porto Business School Association, also signed a memorandum of understanding with the Private Investment and Export Promotion Agency (AIPEX), which specifically provides for "training AIPEX executives to strengthen their technical and specialized skills in attracting domestic and foreign private investment, promoting non-oil exports, and diversifying the Angolan economy."
Portugal and Angola also signed an agreement in the area of civil protection and firefighting, which aims to "exchange best practices and experts, train civil protection specialists, and provide mutual assistance in the event of a serious accident or disaster."
AICEP Global Parques also signed two memorandums of understanding with Angolan entities, specifically aimed at training staff and fostering private sector investment.
João Lourenço began his two-day official visit to Portugal on Friday at the Belém Palace, where he was received by the Portuguese President, Marcelo Rebelo de Sousa, and also met with the Portuguese Prime Minister, Luís Montenegro, in a program that culminated on Saturday with a conversation with his Portuguese counterpart as part of the EurAfrican Forum initiative.
