In accordance with the provisions of subparagraph j, of Art. 21 of the Constitution of the Republic of Angola (CRA), among others, constitutes a fundamental task of the Angolan State: "to ensure peace and national security" - security that also covers - in accordance with paragraph 1 of Art. . 209 of the CRA, the protection "[...] of citizens and their assets and their fundamental rights and freedoms, against violent or organized crime and other types of threats and risks [...]".
This means that ensuring the moral and physical integrity of all citizens in national territory is a duty of the Angolan State. However, although the Constitution of the nation assigns the State the mission of guaranteeing the well-being of citizens, as a member of society, they also have a duty to contribute to the implementation of public security policies. From this perspective, it is essential that the population represents a complement to Organs police bodies, through awareness-raising and mobilization actions, such as: educational activities on ways of living in society, respect for laws and moral principles and individual rights, presentation of complaints in case of violation of rights to the competent bodies, pointing out solutions to the daily problems of the community, participation in the implementation of public security programs - with emphasis on crime prevention activities -, etc.
In general, we can infer that the implementation of public security policies involves the participation of the population in actions to prevent and combat illicit acts.
Therefore, the effective participation of citizens does not exempt the State from its mission as a guarantor of security in the national territory, but allows the implementation of the policies outlined by them.
