41.5 billion kwanza program approved to support employment of ex-military personnel

The President of the Republic approved the program that will support the employability of personnel to be discharged from the Angolan Armed Forces (FAA), in the amount of 41.5 billion kwanzas, according to Presidential Decree.

Presidential Decree No. 126/25 of 5 June approved the Programme for Socio-Professional Guidance and Employability Support for Personnel to Be Discharged from the FAA after Completing Active Military Service – POSPAEE, promoted by the Multisectoral Group for the Reintegration of Former Military Personnel (GMRE).

Military personnel who, having completed active military service, do not wish to continue in the ranks as volunteers, are discharged and transferred to the reserve.

The three-year programme, to be implemented by the Institute for the Socio-Professional Reintegration of Former Military Personnel (IRSEM), aims to provide support in the protection, guidance and technical-professional training/retraining, with a focus on their employability and improving their quality of life in the post-discharge period.

The main activities include, among others, the promotion of income generation, productive integration and employment, taking advantage of the opportunities generated by the public and private markets, as well as promoting exchanges with States in the region and beyond, which have experienced similar periods in their Armed Forces.

The FAA, created in 1991, within the scope of the Peace Agreements, foreseeing a total number of 50,000 men, of which 40,000 are from the army, 6,000 from the National Air Force and 4,000 from the Angolan Navy, are the result of the merger of the former Popular Armed Forces for the Liberation of Angola (FAPLA), the Government Army and the extinct Armed Forces for the Liberation of Angola (FALA), the armed wing of the National Union for the Total Independence of Angola (UNITA) party.

The decree stresses that there are difficulties in the process of renewing personnel in the FAA, due to the country's socioeconomic context.

“The sector has not been able to bring back into civil society citizens who, having fulfilled their duty to serve the nation, cease and return to the productive sector to continue contributing to the country’s growth and development,” the document highlights.

According to the decree, society continues to have difficulty absorbing citizens who leave active military service into the productive system, because the country’s weak economic growth does not meet the demand in the job market.

The POSPAAE aims to cover 60,078 citizens who have been discharged as part of the FAA’s personnel renewal process, as part of the database provided by the FAA’s General Staff to IRSEM.

The eligibility criteria for the target group include non-professional beneficiaries of the FAA, discharged from active military service.
