It was through Presidential Dispatch No. 149/23, of 26 June, that the Head of State gave the green light to this expenditure. According to Angop, which cites the document, the amount will be channeled towards the rehabilitation of the main districts of the city of Huambo, as well as for the construction of structural roads with different degrees of deterioration, in an extension of 148 kilometres.
In addition, in the order, the President also formalizes the opening of the simplified contracting process based on material criteria, for reasons of external financing, which aims at awarding the works contract and supervision (amount of 2.9 billion kwanzas, with VAT included), writes Angop.
With regard to powers, the Minister of Public Works, Urban Planning and Housing, with sub-delegation capacity, is responsible for putting into practice all approval actions for parts of the procedure, such as checking their validity and legality, including the formalization and heading of contracts.
