Angolan government approves regime to reduce informal economy

The Government approved the Self-Billing Legal Regime, which aims to “reduce levels and segments of informality”, which represents about 40 percent of the country's economy.

According to the communiqué of the Council of Ministers, which met under the coordination of President João Lourenço, the Self-Billing Legal Regime was approved, which aims to “reduce informality levels and segments, integrating crucial economic and social sectors into the formal segment of the economy”.

In addition, this law aims to “facilitate the verification of the costs that economic operators bear in the commercial transactions of the respective goods and services, thus ensuring the inclusion of new taxpayers in the tax system”.

The new regime is applicable, according to the note from the Council of Ministers, to entities “with fiscal residence in Angola, who have accounts and who in the exercise of their economic activities acquire, in the national territory, products from the sectors of agriculture, forestry, aquaculture, apiculture, aviculture, fisheries, livestock and others, as well as in the acquisition of any service, in cases where the transmission is carried out by natural persons without the capacity to issue invoices or equivalent documents ”.
