National Assembly approves with a large majority new general labor law

The National Assembly approved the new general labor law, with a overwhelming majority of the votes, except for the two deputies of the Angola Humanist Party, for not consisting in the diploma to safeguard women in the menstrual period.

The document was approved with 172 votes in favor, two against the Angola Humanist Party (PHA) and no abstention.

In her voting statement, PHA leader Florbela Malaquias expressed the "deep discontent" with the approval of the diploma, "which, unfortunately, does not include provisions for menstrual license."

"I consider this omission a serious failure, which perpetuates the discrimination of women, stereotype of gender, given the indifference to the needs and realities of workers," said the deputy.

Florbela Malaquias also considered that it is the duty of deputies, such as legislators, human rights defenders, approving laws that recognize and defend women's needs in the workplace "and menstrual license is an essential measure for this."

According to the deputy, the absence of this license in the law "sends a clear message of devaluation of women."

In turn, the Parliamentary Group Mixed, of the Social Renewal Party (PRS) and the National Front for the Liberation of Angola (FNLA), considered the law “timely and necessary”, which will contribute to the regulation of relations between workers and employers, besides ensuring greater stability and balance of the interests of companies and workers.

Benedito Daniel, PRS leader, stressed that, by purged the existing inconveniences, the new law "is acceptable," so the vote was in favor.

Already the Parliamentary Group of the National Union for the total independence of Angola (UNITA) applauded the return in the new law of the indefinite contract, remembering that, in 2015, they voted against the law still in force, “because some of the essential values [as the contract indefinitely] had been suppressed. ”

“In fact, it has always moved the spirit of securing a law that serves interests well. Today we vote in favor, because in the specialty we can take a step in the right direction, which is not yet desirable, but it is a good start, ”said Deputy Faustino Mumbika.

Unita's parliamentary group reiterates that she could have done if she were the majority, did what the circumstances today allow, ”he added, asking for“ rigor and fairness in the application of the law ”.

For its part, the parliamentary group of the Popular Liberation Movement of Angola (MPLA, majority party), said it voted consciously and responsibly, because the legal diploma “brings together consensus on the new regulation on the constitution, modification and extension of LEGAL LOCES, Based on international conventions, legitimate restrictions of organizations and representative associations of workers and employers. "

According to Deputy José Semedo, the vote in favor was also due to the fact that “the MPLA is convinced that, in the effective peace, in the national unit and the profitable and remuneration work” the country will have “competitive workers and workers and workers and happy, building a country of prosperity and happiness from all their children from soil. ”

The new General Labor Law reintroduces the indefinite contract, the Supplementary Maternity License, from three to four months, optionally, without remuneration in the optional month, 15 -day paternity license, the extension of disciplinary measures, mobility of workers within the same group of companies and teleworking, among other news.
