Tax authorities raised three billion kwanzas with the implementation of VAT since 2019

The General Tax Administration (AGT) has raised three billion kwanzas in Value Added Tax (VAT) since the beginning of its implementation in 2019, an official source said today.

The information was provided by the AGT administrator, Tiago Santos, on the sidelines of the 1st International Conference on VAT taking place in Luanda, with the aim of collecting contributions on VAT management.

The administrator said that VAT is considered "the flagship of taxes" and that after three years of its implementation, three billion kwanzas had already been collected, noting that this tax constitutes around 30 percent of non-oil revenue.

“It is effectively a tax, both from the point of view of expanding the privileged tax base, and from the point of view of leveraging all other taxes”, he highlighted.

The official also highlighted that by the first quarter of this year, around 130 billion kwanzas had already been reimbursed, an amount that exceeded the total amount reimbursed in 2021.

According to Tiago Santos, the perspective is to make the reimbursement process even faster, stressing that technological improvements will make reimbursement much faster.

The AGT administrator stressed that there are challenges to be overcome, for which they want the contribution of “all civil society, including businessmen, economic operators and orders”.

“In these three years we have noticed and have received criticism from different sectors of society. We want to change the perspective and we want VAT to stop being a VAT for AGT and become a VAT for all of us and with that today we bring a panel where we will gather experiences from each of the sectors to understand where we need to improve”, underlined.

“We introduced VAT in 2019, the economic concept and the world economy was totally different, today after three years we have already had other developments, so we must adjust it”, he added.

According to Tiago Santos, the conference aims to “understand from the voice of the taxpayer what are the concerns, what norms should be changed, what are the concerns they have”.

“In short, what do we general tax administration want? A simpler, less bureaucratic VAT, that refunds are issued immediately and we are working technologically ”, he informed.
