According to João Lourenço, the contract to open the credit line in that amount must be signed between the Ministry of Finance and Banco de Fomento Angola (BFA).
The authorization is described in presidential order No. 117/22 of 13 May, to which Lusa had access, where the Minister of Finance, Vera Daves, is authorized to sign the aforementioned contract as well as all the documentation related to it.
