CNE approves regulations for election observation and voting abroad

Angola's National Electoral Commission (CNE) approved regulations for electoral observation and voting by citizens residing abroad, for the 2022 general elections scheduled for August.

According to CNE spokesman Lucas Quilundo, who was speaking on the sidelines of the extraordinary session in which the update of the regulation on electoral observation was considered and approved, there is no quota of observers for the 2022 general elections, as the President of the Republic and the CNE itself will be able to invite the entities they wish.

Observers must be of legal age and, in the case of nationals, they must be voting citizens, and must be invited to make the observation or, if they have not been invited, express that interest to the CNE and have this invitation approved.

In relation to foreigners, they will also have to be older, with a visa, and if they belong to non-governmental organizations (NGOs) or associations, they must have a letter of recommendation in their name, as well as the CNE's own invitation, said the spokesperson.

"The essential requirement for all of them - whether national or international - is their accreditation by the CNE - up to 50 observers can be invited by the National Assembly, by the Constitutional Court 24, and by the competing political parties 18 for each constituency", he explained.

NGOs may also request that they be accredited for this purpose, and must express this need for the formulation of invitations.

The exception is for the President of the Republic and the CNE itself, who have no limitations as to the number of observers they invite.

The regulation establishes the categories of national and international observers, as well as the necessary requirements for their accreditation and accreditation, clarifying in which areas they can be accredited.

At today's meeting, the regulation on voting abroad was also approved, which takes place for the first time for Angolans in the diaspora.

Before, recalled Lucas Quilungo, only Angolan citizens who were working, studying or undergoing medical treatment could vote abroad.

"However, with the constitutional review that took place in 2021, as well as the organic change relating to the general elections, this right to exercise the vote of Angolans abroad ceased to have limitations and became a universal right, similar to what happens with the Angolans abroad. citizens residing in the national territory", he explained.

Only Angolans with up-to-date electoral registration will vote, voting taking place on the same day and under the same conditions.

This year, around 18,000 Angolans will be able to exercise this right, although the Government's initial expectations were to register more than 400,000.

"For this exercise to be carried out, it is necessary for the CNE to create conditions for this exercise - legal and material and logistical conditions for the purpose", underlined the same official.

Another matter that was considered and voted on by the plenary had to do with the approval of the voting 'kit', that is, the set of materials that will be on the polling station, including the minute, voting and credential templates of the various agents. electoral.
