Inaugurated Electronic Center for Public Security in Luanda

The Electronic Center for Public Security (CESP) of the National Police was inaugurated this Wednesday in Luanda.

CESP aims to help the police forces to patrol the capital: it will serve to report on occurrences, coordinating them with the officers on the ground. The centre also aims to help the police in monitoring and moving people in public spaces, as well as tracking vehicles on the road.

In addition to responding to incidents, this new centre will help the police to manage and maintain security in peripheral areas of Luanda. Police forces will be able to monitor these areas through the surveillance centre with 244 cameras to identify offenders, writes Angop.

CESP, located in Capolo I, Kilamba Kiaxi, and financed by the Eximbak bank in south Korea, will also be linked to the Public Security Integrated Center (CISP) so that information from the two centers can be cross-referenced to allow police to respond to reported incidents under emergency number 111.

According to the Minister of the Interior, Eugénio Laborinho, who was present at the inauguration of CESP, this centre will be an asset to maintain security and public order.

"At a time when proximity policing has been implemented, the primary objective of this centre is the permanent attendance and dissemination of police occurrences in coordination with the forces on the ground," said the minister.

"Taking into account the shortage of personnel to put an end to operational activity, it is also the mission of the electronic platform to assist the forces on the ground, and will have the direct management of the operations of the Provincial Command of Luanda," he added, quoted by Angop.

At the inauguration, the governor also delivered vehicles to strengthen and facilitate the response to occurrences.

For his part, the commander general of the police, Paulo de Almeida, said on occasion that the Public Security Center will allow the command of the police of Luanda "reduce their response time and clarification of cases or occurrences recorded.

"With this service we are better served with information that can give us more dynamic and operational police action in Luanda," he said.

The South Korean Ambassador in Luanda, Changsik Kim, considered that CESP has enormous significance, especially in supporting "greater security of citizens" by having advanced technological means.

The project for the construction of CESP started in 2015. This first inauguration concerns the first infrastructure of CESP, the second infrastructure will be initiated when the Ministry of Finance and the Eximbank sign the agreement.

The CESP will consist of a system room, a dispatch room - where the occurrences will be monitored - analysis room, meeting room, operational coordination room, training and registration room.
