President approves supplementary salary for public employees

The President of the Republic approved, this Friday, an additional remuneration of 30,000 kwanzas for public servants and administrative agents of the general public service regime, which comes into force from June 1st.

João Lourenço, in the same decree signed this Friday, also establishes additional remuneration for higher education teaching staff and scientific researchers and states that the measure is in line with the goals defined in the Roadmap for Implementation of the New Administration Remuneration Architecture Public (RINAR).

With the additional remuneration, in force from June 1st, the full professor will earn 495,282 kwanzas, associate professor 451,060 kwanzas, assistant professor 424,000 kwanzas, assistant professor 397,994 kwanzas and intern assistant 336,000 kwanzas.

A coordinating researcher will earn 495,000 kwanzas, principal investigator (451,000 kwanzas), assistant researcher (424,000 kwanzas), research assistant (397,000 kwanzas) and research intern (336,000 kwanzas).

The presidential decree also indicates that military doctors and health personnel "may opt for the remuneration scheme for personnel integrated into the respective professional careers of civilian personnel in the Health sector".

According to the legal diploma, the adjustment of the basic salaries of public service personnel, approved in a presidential decree last February, aims to "guarantee greater administrative efficiency and improve the quality of services provided to citizens".

The announcement of this salary increase comes at a time when the trade unions announced on Wednesday, in Luanda, that workers will strike again, between the 22nd and 30th of April, due to the Government's lack of response to the demands presented, essentially the salary update.

In the list of demands, the three union centrals demand an increase in the national minimum wage, from the current 32,000 kwanzas, to 245,000 kwanzas, a "flexible" proposal, however, to 100,000 kwanzas and an adjustment to the Civil Service salary, in the order of 250 percent, and a 10 percent reduction in Labor Income Tax (IRT).

The executive decided to propose a minimum wage depending on the size of the company, namely 48,000 kwanzas for small companies, 70,000 kwanzas for medium-sized companies and 96,000 kwanzas for large companies, which was rejected by the unions.

The three union centrals – Central Geral de Sindicatos Independentes e Livres de Angola (CGSILA), União Nacional dos Trabalhadores Angolanos - Confederação Sindical (UNTA-CS) and Força Sindical - Central Sindical (FS-CS) – also demand the updating of subsidies provided for in the social benefits system of the National Institute of National Security (INSS), as well as the shared management of INSS funds.

João Lourenço addressed these increases as leader of the Popular Movement for the Liberation of Angola (MPLA), at the opening of the Central Committee meeting of the party in power, noting that in the education sector, in addition to the construction of new infrastructures for universities and higher institutes, the Government will also pay attention to the training and admission of more professionals, valuing the university teaching career more.
