Portuguese and Angolan Audit Courts “renew” cooperation to bring together auditors

The Portuguese and Angolan audit courts renewed on Thursday, in Luanda, their cooperation protocol to “enable” the participation of auditors from both institutions in control actions.

The information was transmitted this Tuesday, in the capital, by the president of the Court of Auditors of Portugal, José Tavares, stating that the action aims to deepen the relationship with the Court of Auditors (TC) of Angola.

According to the councilor judge of the Portuguese TC, the "great novelty of this renewal of the protocol will be the participation of auditors from both institutions in control actions or teams directed in control actions of each court".

"So that our auditors in the field can see how each one works and learn", he said in statements to journalists, on the sidelines of a seminar on the 21 years of existence of the Angolan TC.

José Tavares explained that the Portuguese institution cooperates with its Angolan counterpart in matters such as opinions on State accounts, verification of information, judgment of financial responsibility or in the area of ​​control methodology, among others.

"The Effectiveness of Financial Responsibility in Public Finance Management" was the theme presented at this seminar by José Tavares who, above all, highlighted the "path that Portugal has taken in the matter of judging those responsible for managing public resources".

The relationship between the audit function and the function of judging responsibilities was also highlighted by the magistrate, stressing that these institutions "have a very difficult mission, which is to ensure the proper use of public resources".

"For example, in Portugal around 6,500 public entities report to the Court of Auditors and, therefore, the court, as a body that oversees the proper use of these resources, has to continually improve itself to also set an example", he stressed.

The official also noted the "excellent cooperation" with the Angolan TC, two "sister institutions" that have cooperated since the beginning of the creation of the Angolan body 21 years ago, expressing that he was "very impressed by the great dimension and quality" of the Angolan counterpart.

"I have no doubt that the Angolan Audit Court in recent years has been increasing year after year, not only in terms of the number of staff but also in terms of quality", noted José Tavares.

For his part, Exalgina Gamboa, president of the Angolan Court of Auditors, praised the presence of his Portuguese counterpart, referring that the Portuguese instance "already has milestones of effective cooperation with our court for the success in the delivery of two postgraduate courses in public finance".

These agreements "have contributed to improving the quality of the technical work of our employees, these courses were financed with the support of the UNDP (United Nations Development Programme) and the European Union, under the Pro-PALOP program", she said.

The Angolan Audit Court is the supreme body for overseeing the legality of public finances and for judging the accounts that the law subject to its jurisdiction.
