Politician warns of "structural problems" in the country during the state of emergency

On Friday, Hotalide Domingos, a political scientist, warned the authorities to take into account the country's specific characteristics, especially the "structural problems such as poverty, social degradation and basic sanitation", in the materialization of the state of emergency due to covid-19.

For the politician, who applauds, however, the state of emergency, which made Friday a week, considering it "a right measure", the current context of exception in Angola comes at a time when "the country's specificities compromise its effectiveness".

In statements to Lusa, Hotalide Domingos stressed that, unlike the European context, Angola has "some structural problems that make it impossible to achieve the state of emergency as such.

"Because people live in a context of deep degradation, deterioration of institutions," he noted, stating that the state "has major problems" in ensuring some basic conditions of the populations.

The 15-day state of emergency can be extended until 11 April.

Banning the movement of people and vehicles on public roads to avoid agglomerations are some of the measures that have been violated daily by citizens, according to the authorities.

A few dozen people have already been arrested, and others tried, for disobeying the exceptional condition the country is experiencing.

According to the politician, people who take to the streets "do not do it because they want to, but to survive", due to their condition of poverty, asking for attention from state agents in their approach and procedures.

In addition to strengthening education and information on prevention measures and the need for isolation, he stressed, the state "must also ensure the basic conditions for people to stay at home.

"Attention should be paid to the most vulnerable, leaving no one behind, because it is they who suffer the most from this state of emergency, because they are the most embarrassed," he said.

In relation to the approach on containing the pandemic, the also member of the Angolan Political Science Association said that the measures at African level, particularly in Angola, "are aligned" with the world context.

But, he noted, it is necessary to look at the specificities of Angola in particular, because there are "still major structural problems that if not understood in addressing the forces that will ensure the success of the state of emergency can further aggravate the situation of poverty and food shortages.

"And then, this decision of the government was the right one, but in the approach to the problems and, above all, the procedures for their materialization, the specificities must be taken into account", he insisted.

Because, he noted, there are "serious structural problems" that were already occurring "before the pandemic", he concluded.
