Joel Leonardo inaugurates the Uíge Court of Appeal on the eve of the opening of the judicial year

The Uíge Court of Appeal was inaugurated this Thursday by Joel Leonardo, president of the Supreme Court and the Superior Council of the Judiciary. The inauguration takes place on the eve of the opening of the judicial year, scheduled for this Friday.

According to a statement from the Superior Council of the Judiciary, to which VerAngola had access, this new court, which is the fourth of the five Courts of Justice provided for in the Law, includes four offices, which will be composed of: four offices, an archives room, three plenary rooms; an auditorium; a meeting room; two courtrooms; chambers, 21 offices for judges; 10 offices for Public Prosecution Service magistrates; a lawyers' room; a general secretariat with an office; an administrative secretariat with two offices; cup; and support areas for technical services.

At the inauguration ceremony, which is part of the program of activities for the opening of the 2025 judicial year, in addition to Joel Leonardo, the governor of Uíge, José Carvalho da Rocha, advisory judges of the Supreme Court, retired advisory judges of the Supreme Court, among other individuals, were also present.

After the inauguration, according to the note, Joel Leonardo will swear in "honorable judges António Santana and Teresa Manico, for the positions of President and Vice-President of the Uíge Court of Appeal".

On Wednesday, the president of the Supreme Court and the Superior Council of the Judiciary also inaugurated the Negage District Court, also located in the province of Uíge.

"The infrastructure, in which the Negage's general jurisdiction room previously operated, was converted into a District Court, by decision of the Plenary of the Superior Council of the Judiciary", explains the Superior Council of the Judiciary, in another statement to which VerAngola had access.

During the event, which was attended by provincial governor José Carvalho da Rocha, Joel Leonardo also swore in eight new presiding judges of district courts: Mário Luheto (president of the Negage District Court); Maria Manuel (president of the Uíge District Court); Dilma do Nascimento (president of the Saurimo District Court); Agostinho Zau (presiding judge of the Chitato District Court); Januário Catengo (presiding judge of the Court of the District of Cuango); Deize Almeida (president of the Bailundo District Court); Domingos Wilson (presiding judge of the Sumbe District Court) and Felisberto Capunge (presiding judge of the Mbanza Kongo District Court).

In statements addressed to those sworn in, Joel Leonardo "appealed to the need to work together to improve the courts".

"Your leadership must be unifying, seeking to work as a team to improve the court. Revitalize the citizen support and consultation offices, we have noticed that these offices operate in a very deficient way," he said, quoted in the statement.

On that occasion, he also took the opportunity to draw the attention of judges to the cases of smuggling of petroleum derivatives: "What we are asking is that these cases linked to the smuggling of fuels and vandalism of public property be judged through fair, equitable, swift and effective processes."

After the ceremony, the presiding judge handed over a vehicle and two motorcycles to the Negage District Court.

According to a note from the Supreme Court, to which VerAngola had access, the act will be in the province of Uíge. "The choice of the city was made during the last session of the Supreme Court Plenary last year, which chose as its motto for the judicial year 2025 'For a swift and efficient justice, let us modernize the courts and value the operators of justice'", says the note.
