Carlos Rosado de Carvalho says Angola needs immigrants more than expats

Economist Carlos Rosado de Carvalho warned of the lack of competent national staff, a deficit that must be filled with the use of immigration, more than with expatriates.

Carlos Rosado de Carvalho, who was a speaker, Thursday, at a round table that analyzed the State of the Economy of Angola and its repercussions on other sectors, lamented that Angola has difficulty accepting this reality.

“We don't have (pictures). There are competent Angolans, (but) we do not have enough and we also have to look at our universities, (from where) many people are leaving without the skills inherent in the courses they take ”, he criticized.

According to the economist, a university certificate means to society and economic agents, that the person has acquired certain skills, however, “many people leave universities without acquiring skills”.

Carlos Rosado considered that "there are many people who attend university, but who do not have enough knowledge to attend universities", also alerting to news regarding forged certificates.

"We have to change that, because oil will run out, minerals will run out, diamonds, the only people who will stay here to manage the country are Angolans," he stressed.

In this sense, Carlos Rosado de Carvalho considered that Angola needs immigrants, unlike the expatriates that the country currently has.

"During the time of communism we had cooperatives, now we have expatriates, what Angola needs is immigrants, people who come here to help Angola, who bring the family, who live here," he said.

"Naturally, we cannot open borders unrestrictedly, but if we need cadres, we must know how to capture these cadres, for example starting with primary school teachers, which we should know how to capture for Angola, because that is our priority", he stressed.

The economist also criticized the poor quality of education. “Most of our courses are paper and pencil, when we need science, engineering courses. We often hear from engineers who have never been to a laboratory. These are the problems that we have to try to solve and start to invest more in basic education. This, I think, is our priority ”, he said.

For the specialist, the quality of basic education is an essential condition “to have people capable of attending universities later”.
