PGR confirms Lieutenant General Bento Kangamba's intention to escape

The Attorney General's Office (PGR) reaffirmed this Tuesday the intention to escape the accused Bento dos Santos Kangamba, retired lieutenant general of the Angolan Armed Forces, thus justifying his arrest.

In a press conference, the director of the National Directorate of Investigation and Penal Action (DNIAP), Vanderlei Bento Mateus, said on Tuesday that the arrest of Bento dos Santos Kangamba last week, which generated some controversy, was carried out under the terms of the law, stressing that there was "concrete evidence that it was indeed an escape".

"Because for a person who was notified and did not appear, and we learned later that at so many hours of the night had left Luanda, pending notification, went to Catumbela, Benguela, Lubango to then arrive at those hours in the province of Cunene and then be back two hours later, then ask what was to do to Cunene, that is, it is these evidences that we had that lead us to conclude that, by the situation of the person concerned, the person was on the run," he said.

Vanderlei Bento Mateus stressed that the defendant's lawyer received the notification to appear on Thursday, but after being handed the notification "instead of staying for the procedural act to which he was called, that same day he decided to leave the capital to go to the province of Cunene".

"There was a clear situation of imminent flight and this is what legitimized and led us to issue the warrant for the arrest of General Benedict Kamba," he reiterated.

He stressed that criminal acts were involved and that there were no "civil issues".

"Because the civil issue, for a debt, as they say, is the situation where the individual goes to another person and asks to borrow some money and the person knows, lends the money and, knowing that in time he will return it, according to the agreement that is made", he stressed.

In this case, he continued, "this is not what has happened", referring to "situations of fraudulent manoeuvres of various kinds, at least two, such as the use of supposed powers and strong signs of falsification".

He went on to say that "we are absolutely convinced that we are dealing with fraud for fraud, we are not dealing with civil matters, we are waiting for the end, we are dealing with criminal facts".

The accused was arrested and, after interrogation, was subject to a term of identity and residence, a ban on leaving the country and regular reporting to the authorities.

According to Vanderlei Bento Mateus, the arrest was aimed at bringing the accused to the trial, which is in about 70 percent of the preparatory instruction.

Regarding the images about the time of the arrest of Bento Kangamba, the director of DNIAP said the situation is being investigated and if responsibilities are found, the prosecutor will act accordingly.

Bento 'Kangamba' married a niece of former President José Eduardo dos Santos, owns the Kabuscorp football club and was the leader of the Movimento Popular de Libertação de Angola (MPLA).

In the past, the general has a history with international judicial authorities.

He has even been accused of trafficking in women by Brazilian justice and his name was also involved in an investigation in France into the fate of three million euros seized in the south of the country and allegedly destined for the general, who was in Monaco.
