Lack of security forces Angola to withdraw members who are monitoring pacification in eastern DR Congo

The Ministry of Foreign Affairs announced this Monday that, given the “worsening of the conflict” in the east of the Democratic Republic of Congo, it has withdrawn the 22 members of the two entities responsible for supporting the pacification process in that region.

The two entities are the Enhanced Ad-hoc Verification Mechanism (AVM) and the Extended Joint Verification Mechanism (EVM) of the International Conference for the Great Lakes Region (ICGLR).

"Given the worsening of the conflict in that region, particularly in the city of Goma, where they were based, this measure was taken in concerted action with the Governments of the DR Congo and Rwanda", with members of the two entities arriving in the early hours of this Monday to Luanda aboard an Air Force plane, the statement added.

Angola currently holds the presidency of the ICGLR and is the facilitator appointed by the African Union to mediate political, diplomatic and security tensions between the DR Congo and Rwanda.

The MAVR and the MCVA/CIRGL were created to support the peace process in eastern DR Congo and include members from countries in the region.

The March 23 Movement (M23) rebel group claimed control of the city of Goma, capital of North Kivu province in northeastern DR Congo, on Monday.

In a statement, the Congo River Alliance (AFC-M23, in French), a political-military coalition in the DR Congo that is part of the M23, announced a "glorious day marking the liberation of the city of Goma".

In recent days, there have been intense fighting between the M23 and the DR Congo Army, which has already displaced thousands.

The entry into the capital of the province of North Kivu, on the border with Rwanda and home to a million inhabitants and a million displaced people, marks the end of several weeks of advances by Rwandan soldiers and M23 fighters against the Kinshasa Army.

The DR Congo accuses Rwanda of seeking to control the natural resources of its eastern region, however Kigali denies Kinshasa's accusations.

Fighters from the March 23 Movement (M23) and 3500 Rwandan soldiers, according to the UN, entered Goma on Sunday, where they had been under siege for several days, according to several UN sources.

Rwanda and M23 accuse the DR Congo army of cooperating with the rebel group Democratic Forces for the Liberation of Rwanda (FDLR), founded in 2000 by leaders of the 1994 genocide and other exiled Rwandans.

M23's armed activity resumed in November 2021 with attacks against the Democratic Congolese Army in North Kivu, and in March 2022 the group launched a large-scale armed offensive.

Since then, the M23 has advanced on several fronts until reaching a position near Goma, where two million people live.

Since 1998, eastern DR Congo has been facing a conflict between armed militias despite the presence of the United Nations.
