Parliament approved the loss of mandate of UNITA deputy who rented cars provided by the State

The National Assembly approved this Wednesday the definitive loss of the mandate of deputy Alberto Catenda, from the UNITA parliamentary group, for “a serious disciplinary infraction”.

The draft resolution was approved with 192 votes in favour, none against and two abstentions.

The investigation concluded that the MP involved the two vehicles allocated to him by parliament “in a car rental scheme in exchange for financial benefits”.

The evidence includes proof of bank transfers to the accounts of the MP and his driver, in addition to the MP receiving, at different times, for the use of the vehicles, monetary amounts totalling 1,350 million kwanzas.

As part of the investigation, it was confirmed that the official vehicle allocated to the MP disappeared while it was being rented by the company IES Rent-a-Car.

The document stresses that, through his conduct, the MP violated principles, duties and regulatory rules, namely the principles of legality, pursuit of the public interest, loyalty, respect for public property, good faith and public probity.

The definitive loss of the deputy's mandate “does not prevent criminal liability through the appropriate judicial process”, the resolution states.

In her speech, the president of the National Assembly, Carolina Cerqueira, said that parliament, as a sovereign body, must serve as an example and reference for society.

Carolina Cerqueira reaffirmed that “any deputies who break the law, regardless of the party they belong to, will be held accountable in an exemplary manner”, stressing that “some suspicions and information have been received” by her office about other possible practices that violate the principles.

The president of parliament instructed the competent committee on this matter to continue assessing possible infractions of improper use of the media and other punishable behaviors.

Meanwhile, MP Joaquim Nafoia, when presenting the vote declaration of the Total National Union of Angola (UNITA), said that this parliamentary group agreed in favor of sanctioning its MP for “not condoning behaviors that are inconsistent with the purposes for which public assets made available by the State are intended”.

“The National Assembly, as the epicentre of democracy in Angola, deserves the utmost respect and consideration, and as such, MPs, being elected by the people, must adapt their conduct to the discipline, ethics and responsibility required in the exercise of their functions”, he said.

The MP also encouraged parliament to investigate other cases, “of MPs from other benches, also involved in the scheme in question”, as stated by the president of the 9th committee when approving the opinion report.

“Therefore, we are confident that the committee responsible for the matter will do everything possible to ensure that justice is served for all without any compromise, in order to honour and dignify this great house”, he said.

In turn, UNITA deputy Peregrino Chindondo said that he abstained from voting because he considered that “more time was needed for a better investigation”.
