Copyright collection in Angola starts in the first quarter of 2021

The National Union of Artists and Composers - Society of Authors (UNAC-SA) announced this Monday that the collection process of copyright should begin in the first quarter of 2021, after being certified by the ministerial body.

The information was transmitted this Monday by the president of UNAC-SA, Zeca Moreno, stating that the first three months of 2021 should be a "milestone" for the artistic class, this being the indicative period for the beginning of the collection of copyright.

"I don't like to promise, I like to do. Therefore, everything points out that the next first quarter of 2021 will be a milestone for the effective start of this collection process. Now we are already at the end of the year and, practically, in December there is not much produced", he said in declarations to journalists.

UNAC-SA received, last week, the certificate of Collective Management Entity of Copyright and Related Rights, diploma that gives it legitimacy of representation, defense, collection and distribution of copyright of its associates.

The legal instrument has the seal of the National Service of Copyright and Related Rights, an organ of the Ministry of Culture, Tourism and Environment of Angola.

According to the association leader, with this certificate the institution, which has about 4000 members throughout the country, will be equipped to create conditions to charge for the use of the artists' works and distribute the "royalties" to the people entitled.

Zeca Moreno, also a musician and composer, reported that the organization is already working with the World Intellectual Property Organization (WIPO), of which he is a member, to monitor the use of artistic works.

The president of UNAC-SA recalled that the body he directs has agreements with other foreign institutions such as the Portuguese Society of Authors (SPA), noting that it should begin now to assemble information equipment that will monitor the use of artistic works.

"And from there, there are other regulations in forge in order to start implementing the collection of copyright," he noted.

The direction of UNAC-SA, underlined the responsible, intends to constitute together with the Angolan Society of Copyright (SADIA) a single entity of collection "so that we are not collecting the same sites".

"But now we are worried about tidying up our house, setting up our internal system, we have agreements with WIPO for this monitoring", he stressed.

Regarding the tariff to be used, he said, without specifying that it already exists, it has been approved by the Ministry of Finance and it has been drawn up at the initiative of the UNAC-SA board.

To the artistic class, Zeca Moreno asked them to register their works and to entrust UNAC-SA with their representativeness so that it can collect the copyright and distribute it.

"Even for those artists who are already deceased and that their works are widely used, their relatives, heirs, should also be interested in registering these works so that they can enjoy the intellectual work they produced," he exhorted.

The responsible association also praised the great adhesion of young artists to the institution, lamenting, however, the lack of culture of many of the members in paying quotas.

"It is a statutory duty, but unfortunately there is no culture of our artists to pay their dues and, this is the great challenge that we also have to face and we have already begun to develop a work of awareness with artists," he concluded.
