Generals Dino and Kopelipa deliver buildings and companies to PGR

The Attorney General's Office (PGR) of Angola announced the delivery of several assets to the National Asset Recovery Service, including companies and buildings, by generals Helder Vieira Dias "Kopelipa" and Leopoldino Fragoso do Nascimento "Dino".

Among the goods delivered by the generals, representatives of the companies China International Fund Angola - CIF and Cochan, SA, include beer and cement factories, a chain of supermarkets and residential buildings that "come to definitively integrate the patrimonial sphere of the State".

The two generals, strong men of the regime of the previous President, José Eduardo dos Santos, were constituted defendants in the context of a process related to contracts between the State and the company China International Found (CIF), within the scope of the extinct National Reconstruction Office and began to be heard at the PGR on Tuesday.

The hearing started with General “Dino”, who on Tuesday was questioned for about seven hours and continued on Wednesday with “Kopelipa”.

So far it has not been possible to determine what the outcome of this Wednesday's hearing was and whether coercive measures were applied to any of the generals, who are defended by the law firm “Sérgio Raimundo e Associados”.

According to the PGR communiqué, regarding the delivery of goods “constituted with public funds”, the beer (CIF Lowenda Cervejas), logistics (CIF Logística), cement (CIF Cement) and car assembly plants were returned to the State (CIF SGS Automóveis).

The totality of the shares they held in the company Biocom - Companhia de Bioergia de Angola (which has stakes in Sonangol and Odebrecht) were also delivered, through Cochan, the supermarket chain Kero, through the assignment of 90 percent of the group's stakes Zahara Comércio, SA and the company Damer Gráficas - Sociedade Industrial de Artes Gráficas.

The representatives of the company CIF also transferred ownership to the patrimonial sphere of the assets that had already been seized on the 11th and 17th of February, namely 24 housing buildings and other equipment from the centrality of Zango 0 called “Vida Pacifica”, to Kilamba KK5800 centrality, with 271 buildings and 837 houses at different levels of construction and the Cif Luanda One and Cif Luanda Two buildings.

General “Kopelipa” was head of the Military House of the Presidency in the era of the previous head of state, José Eduardo dos Santos, and General “Dino”, head of communications in the previous regime, being considered the most powerful men in the regime, alongside Manuel Vicente, ex-vice president and ex-president of Sonangol.
