Government eases restrictions and reopens restoration in Luanda at weekend

The Government announced a relief from restrictions against the covid-19 pandemic, with the reopening of restaurants on weekends in Luanda and extension of timetables for various activities, standardizing the rules throughout the territory.

The updated measures of the situation of public calamity, which will be in force between the 9th of July and the 7th of August, were presented, in Luanda, by the minister of State and head of the Civil House of the President of the Republic, Adão de Almeida.

The rules, which essentially penalized the province of Luanda, the focus of the pandemic in the country, will once again be standardized throughout the national territory, with the extension of hours in various activities, the return of restaurants and cinemas to Luanda and an increase in the workforce in the public and private services.

Trade in goods and services will be open from 7:00 am to 8:00 pm throughout the country and the opening hours of markets and street sales are extended until 6:00 pm.

Restaurants and similar, closed on weekends in Luanda since 10 May, may open again, between 06:00 and 22:00, with a limit of four people per table and without the creation of dance floors, said the minister.

The mandatory use of masks and the civic duty of collection remain in place, but circulation on public roads, accepted until 22:00, changes to 00:00, and can be resumed from 05:00.

As for cinemas and other recreational and leisure activities, they can be held until 22:00 throughout the country.

Public and private services now have up to 75 percent of the workforce and private ones can extend their hours until 5 pm in public services.

The federated sporting competitions have spectators all over the country once again, up to 25% of capacity, and individual sporting activities can now be carried out without time restrictions, with gyms being closed.

Activities and meeting of all types may have a maximum of 500 participants, depending on authorization from the competent authorities for a larger number. There is also a recommendation to avoid walking activities, such as marches, being recommended that they take place in a static way and with seating positions.

The limit of 20 people for home gatherings continues, with party rooms and beaches and swimming pools being prohibited.

At funerals, the presence of 20 participants is now allowed, in case of death not resulting from covid-19, being limited to 10 people, in the case of a death due to this disease.

The sanitary fence is maintained in the province of Luanda and in the national territory, which requires a quarantine for a period of up to 10 days for passengers from abroad, as well as pre-disembarkation PCR and post-disembarkation antigen tests.

The Minister of State and head of the House of Security of the President of the Republic, also responsible for the multi-sectorial commission to fight the pandemic, Francisco Pereira Furtado, said that the measures taken earlier had helped to mitigate the upward trend in infections, but the "epidemiological situation remains is worrying in Luanda and inspires care in Benguela, Huambo, Huíla and Cabinda".

However, the economic and social situation has also worsened in the face of the imposed restrictions, so the next presidential decree provides for lighter prevention measures to "balance the lives of citizens" and allow the functioning of the restoration and cultural activities, even with limited hours and capacity to fill the venues, he stressed.
