According to the official, during the summit of Heads of State and Government of the CPLP, in June 2021, in Luanda, a set of objectives were approved, including the mobility agreement, which is the "important milestone in the life of our community". .
"The agreement has already been ratified by almost all the member states, only missing Equatorial Guinea and I think that very soon we can start working on the second phase, which is the operationalization of the agreement and conclude additional agreements", said Zacarias da Costa at the end of the hearing.

The executive secretary of the CPLP stated that the body he directs has already held 11 ministerial meetings: "We still have some ahead of us, we managed to achieve objectives that were very clearly defined by the Angolan presidency".
"And we will continue to work together to implement these objectives until the end", he stressed, recalling that the mobility agreement "will not be implemented overnight, but according to the specifics of each member state".
The challenges of economic recovery and the war in Ukraine at the CPLP level were also highlighted by the official, noting the "importance of economic cooperation and the development of regulatory instruments to face the challenges together".
