Angolan Intelligence Service warns that Africa registers “unprecedented” threats

The head of Angola's Intelligence and Military Security Service warned this Tuesday that Africa faces "unprecedented" instability and international threats, with direct and indirect conflicts, highlighting the impact of "rivalry" between the US and Russia.

For João Pereira Massano, from the point of view of the global strategic environment, the African continent registers "unprecedented convergences of international threats and instability".

"Threats ranging from direct and indirect conflicts, and the rivalry between the superpowers, namely the United States of America (USA) and the Russian Federation, continue to have a strong impact on the institutional and economic base of developing economies", he said, this Tuesday, in Luanda.

Speaking at the opening Conference of Directors of Military Intelligence of the USA and Africa 2023, under the auspices of the Command for Africa of the United States (AFRICOM, in the English acronym), he referred that the world is experiencing a period of "great uncertainties".

He pointed to the "exponential increase" in outbreaks of extreme violence and, consequently, instability and insecurity in various regions of the world, namely in Eastern Europe, tensions in the Indo-Pacific region, the Persian Gulf, the Korean peninsula and the Tigrey, Sahel corridor and in the east of the Democratic Republic of Congo (DRCongo) as factors that lead to "uncertainties".

"Wars and climate change are at the top of the priority agenda of governments, international, regional and sub-regional organizations, all over the world, because the security, stability and sovereignty of States are at stake", stressed.

The absence of security, stability and sovereignty factors, he considered, means "chaos" and it is up to the States, namely the decision-makers, to "make use of the operational, technical and technological resources available to identify and nullify any and all threats or inducing factors of these scenarios", he defended.

Given the scenario described, General João Pereira Massano also considered that the heads of military intelligence have the "strategic responsibility of assisting the planning and decision of our political leaders in the defense of the highest interests of our States".

The senior official of the Angolan Armed Forces (FAA) noted that the gradual change from prescribed norms from multilateralism to unilateralism, "especially by the great powers", when their national interests are threatened, "undermine" international mechanisms.

He considered that the protracted nature of the Russia-Ukraine conflict is generating multiple impacts on economies around the world, in particular emerging economies, "which are forced to change or reprogram their agendas and national development plans".

"Directly or indirectly linked to the latter, we are following the unconstitutional changes of legitimately constituted governments, the rekindling of old sources of conflict and insecurity and the emergence of new conflicts with significant potential for expansion in Sudan, in the eastern region of the DRC and in the north of Mozambique," he said.

"No less worrying will certainly be the emergence and expansion of terrorism, religious radicalism and socio-tribal conflicts, we draw attention, therefore, to Sudan today plunged into an effective conflict after several warnings from international organizations", noted.

He also highlighted, in his speech, the regional and international approach articulated to face the terrorist threat in the Cabo Delgado region, "where positive results have been achieved".

The said results, continued João Pereira Massano, are also registered in eastern DR Congo, where diplomatic and other efforts have been made to find the best solutions to stop the threat "which still represent some armed groups that illegally occupy and exploit natural resources legitimately claimed by the Kinshasa authorities".

With regard to the conference, which brings together dozens of senior military leaders from AFRICOM member countries in Luanda, it appears as an "additional opportunity" to existing regional and sub-regional mechanisms to explore the multiple technical and technological resources for sharing critical information on of defense.

According to the US Embassy in Angola, the conference plays a key role in supporting the US "Whole of Government" approach to engagement with African partners, which includes diplomacy, development and defense.
