Angola wants to end excess bureaucracy in 'Doing Business' 2020

The Minister of Economy and Planning pointed to the fight against bureaucracy as one of the challenges for 2020 after the country retreated four positions in this year's World Bank's Doing Business report.

Manuel Neto da Costa referred to this while addressing the year-end greetings ceremony, stressing that times are challenging and 2020 will be the time to seek to "reverse the ongoing trend of the economy towards the resumption of economic growth, which will lead to job creation ".

"Over the past two to three years, Gross Domestic Product behavior has been negative, in the latest assessment of the Doing Business report, Angola, as it was in the report in 2018, has fallen back four positions, and that does not comfort us. This should lead us to redouble our efforts, dedication, and strive for excellence in the development of our activity and to combat mediocrity" said the minister.

Speaking to the press, on the sidelines of the act, Manuel Neto da Costa said that reforms are planned to change this framework, essentially those that will put an end to excessive bureaucracy and administrative simplification for faster responses.

"There is also a set of legislation that needs to be passed, I am talking, for example, about protecting minority shareholders in certain trading companies or the issue of bankruptcy. There are a number of well-identified issues, such that what we need is de facto the implementation of that action plan", he said.

According to the minister, this action plan has already been approved and the implementation measures should take place by the end of the first quarter of 2020, which could lead to an improvement in Angola's position.

The holder of the Economy and Planning portfolio pointed out, for example, that data provision has been one of the difficulties pointed out by economic agents, considering that this situation can be changed with the interoperability of the databases.

"When data is already available to a state entity, a second or third entity that needs that data should not bother and enterprise to (have it). Then, for example, we can gain from the interoperability of the databases. technological infrastructure and connectivity issues, but these are issues that we must address", he said.
