UNITA contests “vices” and accuses CNE of acting as a “trailer for the ruling party”

UNITA criticized this Thursday the displacement of live and dead voters and difficulties in the accreditation of list delegates, accusing the National Electoral Commission (CNE) of “acting lightly and following the ruling party”.

The national secretary for Electoral Affairs of the National Union for the Total Independence of Angola (UNITA), Faustino Mumbika, said this Thursday that his party carefully monitors the organization of the electoral process and notes "undeniable facts that pinch the process".

The leader subscribed to complaints about the inclusion of deceased citizens in the Computer File of Senior Citizens (FICM), who will vote in the general elections on 24 August, and denounced the displacement of live and dead voters.

Faustino Mumbika, who was speaking this Thursday at a press conference on the electoral process, also spoke of "difficulties imposed on candidacies" in the process of accreditation of list delegates and of the "non-disclosure of voter lists per table" by the CNE

"The moment and the situation created have an impact on the smoothness and fairness of the electoral process," he said.

UNITA, he stressed, "has received with great astonishment the levity and lack of responsibility with which the Ministry of Territorial Administration (MAT) and the CNE have spoken about the above-mentioned matters".

According to the official, the electoral law establishes that in an election year, the FICM "is provided to the CNE up to 10 days after the call for elections, preceded by a special period for updating the Database of Senior Citizens (BDCM) and the provisional publication ".

"To allow the correction of errors and omissions to be promoted by the interested parties, at which time they are considered unalterable and contain the data of the older citizens at the time of the elections, but this was not done", he noted.

For the UNITA politician, the mechanisms put in place by the citizens' dispositions "do not replace the publication of the lists that constitutes the provisional disclosure of the BDCM".

The provisional publication of the BDCM "cannot be confused with consultation through the aforementioned channels. The lists would allow consultation at all times and should be detached to facilitate their dissemination in the communities".

"This way, the majority of citizens would know the status of their registration and would also help to identify the dead on the lists, covering the shame of the authorities, who claim they are not able to identify the dead", he stressed.

"It is the CNE and not the MAT who draw up the electoral rolls under the terms of the law", he pointed out.

Today, he continued, the CNE "fully adopts the BDCM and makes it the electoral roll, including those prohibited by law. The CNE assumed the violation of the law practiced by the MAT as a normal act".

"It does not accept to publish the registers through the municipal electoral commissions, so that the living citizens residing in the country are guaranteed to vote on August 24th", he said.

Regarding the presence of dead citizens in the FICM, Faustino Mumbika recalled that the MAT publicly assumed that the file "would be purged of the dead and those legally impeded before being definitively handed over to the CNE, which did not happen".

For UNITA, he argued, "this matter is as serious as it is shameful and offensive, because it results from acts that constitute gross violations of the law and is the corollary of malicious actions, which have been practiced cumulatively, in a concerted manner, by citizens, in the of rulers".

Mumbika also regretted the non-disclosure of voter lists by polling stations, the mission of the CNE through its local bodies, but, he noted, "the CNE evades this legal imperative with the most futile arguments possible".

The fifth general elections in the country's political history are scheduled for August 24 and eight political groups will compete for the election, in an electoral campaign since July 24, with 14 million voters registered.

"Of more than 400,000 Angolans of voting age residing abroad, only 22,000 were registered. Those responsible for this shameful failure declared the result as positive. Voters excluded abroad are now registered with the FICM to vote in the country, while residing abroad", denounced the UNITA politician.

The CNE, he pointed out, "denotes being in the wake and service of the ruling party, MPLA, in flagrant violation of the principle of independence, enshrined in the Constitution and the law".

"It acts against public morals, carrying out acts that place it as a player and referee, as it has been demonstrating", he indicated.

UNITA's national secretary for Electoral Affairs also made it known that UNITA has registered 56,610 delegates on the list, "which guarantees 100 percent coverage of polling stations nationwide, against the 51,000 announced by the CNE spokesman" .

"UNITA remains determined and committed to doing everything to ensure fairness and fairness in this electoral process", concluded Faustino Mumbika.
