According to the director of the Studies, Planning and Statistics office of the ministerial body, Mário Jacob, the operationalization of the amount, whose proposal is already at the headquarters of the Ministry of Economy and Planning, "should happen in the post-covid-19 period".

"Because the idea is to structure a more consistent basis and develop cultural activities such as post-covid-19 tourism, because there are issues of an operational nature that are not currently desirable," he said, in Luanda.

For the official, granting credit in this period when the sector's activities are restricted is not ideal: "The idea of the proposal is to look at post-covid-19".

Mário Jacob spoke at a press conference to present executive decree No. 219/20, of 21 July, which defines concrete prevention and control measures to prevent the spread of covid-19.

The high official of the Ministry of Culture, Tourism and Environment, the additional relief measures required arise from the fact that the culture and tourism sectors were not included in the economic relief measures approved by the Government last April.

To "ensure financial support for the minimum maintenance" of the activity levels of micro, small and medium-sized companies in the productive sector, the Government makes available about 488 billion kwanzas.

In addition to the financial component, the additional measures required, explained Mário Jacob, also include the fiscal dimension, ensuring that work is already underway with the General Tax Administration (AGT) for this purpose.

"And in this chapter of tax relief measures, it is the responsibility of taxpayers, companies and individuals, to request AGT to extend or negotiate relief measures," he said.

In Angola, cultural and tourist activities have been suspended since March, before the President, João Lourenço, decreed a state of emergency that took place between 27 March and 25 May, to contain the spread of covid-19.

In order to deal with the shortage of actors who intervene directly and indirectly, especially in the cultural sector, associations and partners distributed basic baskets to the most needy artists during this period.

This decree determines the resumption of some public activities with "scrupulous compliance" with biosafety measures.
