"What concerns us today is the phase of execution of the sentence, in which the person must be for the time strictly determined by the courts and, at this time, the focus of the person executing the sentence is to try to reinsert this person into society, because he then returns to the our socializing", said this Tuesday Mota Liz.
Speaking on the sidelines of the opening of the National Conference on Justice Reform, Penitentiary System and Human Rights, Mota Liz said that another neglected focus today in the country is the role of the victim in the criminal process.
"We are concerned about the defendant, about the defendant's human rights, but there is the victim of the crime. How to protect, how to minimize the damage? When life is lost, it is not recoverable", he stressed.
"But sometimes it's not just life that is lost, material goods, physical integrity, honor, other things are lost", he stressed.
The role of the victim "is another side that the criminal process has to debate, discuss" and, "on the practical level, on the executive level, find solutions that safeguard, that minimize the impacts of the effects of crime", he defended.
Mota Liz also spoke of the "complexities" of the penal system.
"We must first have social mechanisms to prevent crime, so that the entire penal system comes to pursue crime, fight crime and guarantee social peace."
If, despite all the prevention mechanisms, the crime occurs, "because they failed", he observed, the formal control bodies come into action and there has to be an investigation to clarify the crime through the criminal process.
"And then comes the other phase, which is no less important, in case of conviction, it has to be executed, and in the end it is a very important part of the pyramid that will target the person who committed the crime, a member of society who strayed who will be held accountable with a view to re-education", he argued.
For the Public Prosecutor's Office, more than punishing the convict "the main focus should be to prepare him to return to social life without committing crimes again and the human dimension of criminal sanctions, from investigation to punishment".
"The inspection and implementation by the penitentiary services and the social reintegration system requires a complex organization, but it has to have human and material resources", he said, acknowledging that there is work to be done.
"That's what has to be built and what is being built and it still doesn't work at 100 percent", he commented.
The Deputy Attorney General of the Republic is one of the speakers at this conference promoted, in Luanda, by the Center for Human Rights and Citizenship of the Faculty of Law of the Catholic University of Angola.
